Can I alter any of the backgrounds (e.g. if I don’t want a dark border at the top of one of the slides where the title would be)?

All of the backgrounds are JPEG images, so you can put anything on them, like pictures, text and tables, but the picture itself can’t be altered, at least in MS PowerPoint. You need to edit the images in software like Adobe Photoshop – please read more here
